Know the difference between completing SAP recommendations and being eligible to return to commercial driving.

If your status is “prohibited”

You cannot perform FMCSA-covered safety-sensitive driving until the required return-to-duty process is completed. Prohibited status also affects state-issued commercial driving privileges.

  1. Sign in to your own FMCSA Clearinghouse account. Keep your Login.gov password private.
  2. Confirm the SAP you plan to work with before requesting designation in the Clearinghouse.
  3. Complete the initial evaluation, recommendations, and follow-up evaluation.
  4. Coordinate the return-to-duty test with the employer or, for owner-operators, the appropriate C/TPA.
  5. Check your Clearinghouse status and any California DMV reinstatement requirements before driving.

What the SAP can—and cannot—do

The SAP reports required evaluation information. The employer or its authorized agent handles the return-to-duty test reporting. Completing recommendations does not erase your violation history or guarantee employment.

Clearinghouse applies to FMCSA-covered drivers. Workers covered by other DOT agencies still have return-to-duty requirements, but do not use the FMCSA driver Clearinghouse for those violations.
